It's a non-commercial license (as far as I can read) - while I love the icon, we can't really use the way it is atm

Perhaps you could ask the original designer if he might consider a release under an acceptable license (see http://supertuxkart.sourceforge.net/Licensing)?

EDIT2 : I have also a "low hair" version i did not post ^^ because i prefer the first one
