Coming from a player perspective, I feel as though changing or messing around with sprites would fall under modding the game, which isn't a bad thing at all. Some people might abuse it, sure, but just because some people abuse it, doesn't mean its a terrible thing that should be removed. Being able to mod games without worry about the devs being mad at you makes the game feel more open, and allows you to go ahead and mess with files until you find the mods that make the game play just right. For example, in TF2, your allowed to have custom huds, hitsounds, and on certain servers, weapons. This makes the game feel 10x better because it opens up the game to modders to see what they can do, and allows the game to feel a lot more personal. It isn't one of the devs that dictates what your game looks and feels like, its you, the player.
