I've mentioned this before, but the definition of public domain is not the same in every country. Here, in Portugal, public domain works are not the same as free software/art, in fact, no single artist or developer can place his/her work in public domain. Public domain happens when a work has either been released for 70 years or the author has been dead for 70 years. And after that, public domain works are owned by the Ministry of Culture (rough translation) that will be responsible for defending the moral rights of the author.
Still, CC0 is as valid choice as any.
