Hello, I found this sprite template of the game: http://allacrost.org/

But it's use in Valyria Tear too.

The question is, are this templates freeware? If it isn't, who is the person I have to ask for permission to use this template?

That sprite animation is released under CC-BY-SA 3.0, GPL v2 and GPL v3, so you can use it as long as you comply with one of the 3 licenses. I got this information from http://opengameart.org/content/2d-sprit ... -animation . If you go to OGA site and search for "allacrost" you'll get some more results that may interest you

So to answer your questions, no it is not "freeware", but is is licensed using a free license that allows you to use the images as long as you abide by the rules, you don't have to ask permission to anyone specifically, just comply with either of the provided licenses.
