I don't know, I think it was LuckyStrikeRx who designed it, the source for the page should be available in redeclipse/src/site, in SVN: https://sourceforge.net/apps/trac/redec ... r/src/site

Well, the stuff in src/site/bits/js has it's own licenses, (some which are actually non-commercial {but this is not in the official release archive})
But for everything else, the blanked license should apply:

In the absence of an explicit license, content is considered to be covered by
the CC-BY-SA license, you may use the content in Red Eclipse so long as you
obey individual licensing criteria.
