As written on the wiki, you need to forward port 28801 and 28802.

Please check on the wiki first before asking the answer to obvious questions

Could you tell us, step-by-step, what you're doing and if there are any error messages? Before doing that, though, please make sure you've followed the instructions on the wiki: http://sourceforge.net/apps/mediawiki/redeclipse/index.php?title=Server_Setup#GNU.2FLinux.

I fowarded the ports listed on the Wiki (This is my 2nd router cascaded to my primary.)

Ping Failed.png
my server can't be listed because the ping attempts failed.

main router setup.png
This is my main router

This is a screenshot of my problem. It says ping attempts failed and just hangs there the script won't continue.
Ive tried single and range port fowarding.

(Im using my friend's account on my computer)

I believe you problem is the cascaded setup, and most people here would have little experience with that kind of configuration. All I can suggest is that you forward the ports from the firs one to the second one, and then from the second one to your computer. Other than resorting to DMZ I don't really have much else to offer in the way of advice, sorry.
