If I wanted to create gun models, what would I use?

Blender3D as that has the best export options for RE and is free and open-source. If you are a beginner I would recommend Wings3D however as that is the more intuitive modeler and you can easily get your model from it into Blender for exporting to RE.

Blender will drive 95% of people mad and I believe it is part of the reason models are in such short supply for the Cube engine. It constantly gets recommended in the forums for beginners to use, quickly they are driven insane, hence the shortage of models and modellers for the cube engine. There is a post at Quadropolis at http://quadropolis.us/node/2389 where people discuss the pros and cons of various modelling packages.

Maya is another possibility. If you have a .edu email, you can download a free version.

This is not really true anymore since Blender 2.5. The Interface is not better or worse than that of any other significantly complex 3D application.
The poly-modeing tools could see some improvement in intuitiveness though (but so do the ones from 3Dsmax and Maya) and this is the main point for software likes Wings3D etc. Otherwise they are simply more easy to learn since the have much less features (for example no animation support in Wings3d).

The reason why there are so few modelers is because it is fricking hard and needs years of practise... and once you have learned it most people get a job doing it since the industry demand (for slave work :p) is relatively high.
