You'll find it in your RE user directory.

Linux: ~/.redeclipse
Windows: [My] Documents\My Games\Red Eclipse
Mac: /Users/<name>/Library/Application Support/redeclipse

Server should be fine as far as I can see. Let me know if it continues to be a problem.
