It was originally hosted without a gpl.txt file inside but was added after he reuploaded it to a new file service with it on the same day for bandwidth reasons on the previous service (which was then mirrored since). Seems he's uploaded the old gpl-less archive again by mistake.

It's GPLv2 btw.

Why you even care for that old stuff? It is pretty much useless for any modern purpose other than nostalgia.
I still have a bunch of old Half-Life 1 maps I made a long time ago and I thought on porting them over, but once I looked at them I saw that there is not much purpose in recycling them, it might be more efficient to just rebuild from scratch.
