I'm afraid I can't tell, there's no set release date or any other kind of ETA than "when it's ready".
I think it shouldn't be long, most of the tasks have been done, basically we're waiting on some graphics by Tedium and some other stuff that should be done (update tutorial levelpack).

But don't worry, you can release your theme and levelpack separately from the release schedule thanks to the addon system.
And hopefully we'll have a blog by then in which we could post when there are new packs/themes.

Okay, I've created an account for you, you should receive an email soon.

Note that the wiki can be quite slow/unresponsive when logged in since the pages are generated and not delivered from cache.
