I think it would make more sense if the player would be able to move the shadow when it's on top of him.
The same goes for the player standing on the shadow, he should move horizontally with the shadow.
If we implement this it is logical that the character on top can't move sidewards, else it would be near impossible for the player to let the shadow land on him (and stand still).

Could you explain a bit more what you mean by "moving rules", not what they are but what they should be.
Is it enough to implement only these two things?:
* Allow the bottom character to walk with the upper.
* Let the upper character move (horizontally) along with the bottom one.
