Hardware project: hand held dice game

I would like to create a hand held dice game but am not sure where to start. I have been seeking info on lcd displays, controllers, etc.... but am not sure about hardware configuration or how to program. Just looking for someone to point me in the right direction. If anyone has any input please state here or send to my email (bobbyh54@msn.com). Thanks for any help. I took a hand held card game apart and am more confused than ever now. There is a glob on the middle of the circuit board that I assume is an IC (the logic and lcd controller) with runs to the display. The display simply sits on the circuit board over the runs. Don't understand how this works.

Will this be running open-source software and/or have an open-source hardware design? Otherwise it is off-topic.

Not sure if you find much help regarding hardware design projects here though.

If you search for "arduino dice" you should find plenty of places to start. Making an electronic dice seems to be a very popular beginner's project.
