About the character

Thoughts: The GNOME's symbol is a footprint. I suppose there is not a mascot. A "humanoid footprint" does not seem to be an excellent idea. Someone (related to GNOME, if I'm not wrong) once said that the GNOME's mascot would be whatever had made that footprint.

Conclusion: The character could be (guess what?) a classic gnome (like a garden gnome), barefoot (got it?), with a totally blue outfit (GNOME's main color).

About the kart

Thoughts: Hum.. I wonder what's the first word that comes to people mind when they think about GNOME nowadays... Hate? No, not good...

Conclusion: The kart could be a shell (got it again?). Yes, a sea shell.

About the problem

Thoughts: A shell has no engines, and no wheels. This can be a problem. However, the gnomes have the power of nature (yes, I invented that. Work with me here).

Conclusion: The instrument of locomotion of the shell could be a wave.

About the whole

So, if we join all the pieces what we have? A surfer gnome! (a gnome surfing on a shell). How awesome is that?

The kart could very well be something akin to a garden, I don't know, decorated with small flowerpots, or a flowerpot holding the engine.
I might need to create a sketch, but I suck at drawing.

How about a wheelbarrow? With a flower pot replacing the steering wheel?

Or a lawn mower (like in the movie "Gnomeo and Juliet").

Searched for "pimp my wheelbarrow", was not disappointed.
