You can't start outside the driveline and if the driveline is broken, the game automatically complete it

The way I hide parts of the driveline is to make it rotate 90°, so that it has 0 width but a bit of height. That way it won't draw on the minimap.
The regular driveline in my map has enough room for 20 racers to start on so I don't have that issue.
