Depends -- it is definitely possible in a sense, as we've seen neural networks used for all kinds of bizarre stuff, but it's probably not worth it at this stage -- the track would need to be manually cleaned anyway, optimized for good gameplay, rendering, physics and so on, not counting the effort that would go into training such AI and creating an accompanying system. It may be much easier to just do it manually. But it's a good research idea.
If you want to make creating tracks easier nowadays, go for procedural generation, or other tools that help manual creation of tracks.
