Technically if they provide the source code and respect the terms of the GPL (notably attribution, code sharing etc, and also not linking with the Steam nonfree library), they are allowed to do this. They could even sell it on Steam if they respect the terms of the GPL.
Now, morally, that sucks. It means neglecting completely the work done by contributors here by taking from them the privilege of publishing their game on Steam themselves. Free software licenses are all very permissive (even the GPL, though the copyleft clause do add some restrictions), but the hacker customs are not so friendly to such blatant rip-off of community work.
So, IANAL, but if they do provide the source code and license text they would be fine legally. Now, if we reach out to Valve, I would not be surprised to see them take down this Greenlight entry to leave this privilege to the official STK team.

Thanks for the response, as a developer on greenlight concepts it's seems unfair for people to claim credit on other people's work.
Edit: what's worse is that the uploaders friends upvoted the product so more people would see it (I do like the game, but not when people steal it)

Basically, what's worse is that the uploaders call it a Mario kart ripoff which I completely disagree. It's an original idea and creation.

Well the uploader clearly states his/her intent, it's just to troll the STK community by showing that "he/she can do it".
In the description it's made clear that having this game on Steam is not the purpose. Better leave trolls in their caves

At any rate I see now that it's only in Concepts, so there's nothing to worry about. Just some guy/gal with too much spare time.

Hi,
we have just posted an official steam "concept page" for STK!
https://steamcommunity.com/sharedfiles/ ... =625405171Now don't get too excited, this means very little at this stage, there are many steps to go through before greenlight, but at least we have an official entry point which should fix the issue with third-parties submitting STK to steam

I would like to add to that page that STK is available in many more languages than Steam allows to display - unfortunately, it looks like they want me to spend $5 before I am allowed to comment...
