I have tested it on Vista (32 bit), and it worked - though my system has Visual Studio installed. But also on a VM which (iirc) was Vista (though I'll verify this tomorrow).

Did you install the dependencies, esp. the microsoft redistributables? Did 0.7.3 work?

Just a question. Does Terminal AKA Command Prompt come up? And if so does it say anything?

Can you try to remove the Microsoft Visual C++ redistributable version that is included in 0.8 alpha from your system (control panel, then program and features or so)? Then the older version from 0.7.3 should be used. Perhaps 0.8 alpha works with the (afaik) older 0.7.3 redistributable.

Otherwise what exactly is the problem? The white screen is the STK window? Do you get the 2nd 'dos' windows? Are there any messages in there?

There is unfortunately a chance that this might be a problem with your graphics card/driver. Can you see if you have the latest version installed?
