.pkg in Windows

This has nothing to do with STK, but is there any way to create .pkg archives in Windows? Someone told me you could do that on a Mac, but I don't have a Mac.

I did some looking and found that .pkg archives are just renamed .zip files.

knew someone would ask me that. The abandonware Extremely Goofy Skateboarding game uses .pkg to store it's core files. I wanted to hack it.
It's really fun!
