.pkg in Windows

This has nothing to do with STK, but is there any way to create .pkg archives in Windows? Someone told me you could do that on a Mac, but I don't have a Mac.

I did some looking and found that .pkg archives are just renamed .zip files. :|

I knew someone would ask me that. The abandonware Extremely Goofy Skateboarding game uses .pkg to store it's core files. I wanted to hack it. :) It's really fun!
