no body has made annoying frog AKA the annoying thing yet, so i believe some one should step up and make him.

Nope. We can't "step up" and make copyrighted characters, it's.. highly illegal worldwide.

I don't think there is a shortage of ideas, there is a shortage of artists/modelers in this project.
BTW-- many of the karts that might make it into STK are found here- http://chl.be/mascots/
