I want to put local sound on icetrack one when driving near the seals ,and another when karts are driving inside iceberg
and it doesn't working, any ideas?

This should work for having a local sound play like you said: https://supertuxkart.net/Special_Effects#sounds

Sound Emitters
Create an empty Blender object and set its type to “Sound Emitter” in the SuperTuxKart Object Properties panel. Enter the name of your sound file in the “Sound File” field.

(I assume that things like background music are working normally.)
