Local multiplayer: set difficulty does not stick

I observed that in local multiplayer mode, the difficulty I set does not stick. I.e. when I set it to e.g. 'expert', after the race (back in the lobby, back in the settings) it is set to 'Intermediate'. Likewise, when it was set to 'Intermediate', back in the settings after the race, the difficulty is then set to 'Novice'. It seems that it is (always?) set down a level. Is that intentionally or maybe a bug?
