You can install the Linux runtime on your chromebook (https://support.google.com/chromebook/a ... 5439?hl=en), then you should just be able to install the Linux version of Blender. And STK for Android should run just fine on a chromebook.

Can't enable Linux, the option doesn't appear. And I can't download andorid apps. If I try, it just downloads apps on my phone. Welp... I'm screwed

Hmm... Any chromebook should at a minimum run Android apps... Maybe return it as defective, or wipe the OS and set it up fresh to see if that fixes it. A chromebook without the ability to at least run Android apps is quite useless...
