Simply edit a page that already exists, enter
[[New_Page_Fr]]
(here I called the new page "New_Page_Fr", use the name you prefer). Then click "Preview" or "Save" and you can reach the new page by clicking on the link

This page is protected; so I suggest you just create it under the Sandbox (
http://supertuxkart.sourceforge.net/Sandbox ) and when the page is ready you can tell me and I will add the page where it's relevant
