Sorry. I was trying to make it show up in the "root" subforum, but not even moderators are allowed to create topics there. What's the right mode for announcement topics?

The root subforum isn't actually a forum, but just a category. I can change it to be a proper forum, but then there isn't a quick view of all active topics in all the subforums. On low volume forums having that "active topics" overview seems preferrable, but up to you.
