Building a metaserver?

In the mists of the past, the programmers who worked on Stratagus before I did implemented code for a metaserver. This code is, I believe, incomplete. It can be found here:

If someone is willing to lend a hand to make it work, or just give me some pointers to do so, that would be lovely
